GENERAL PRESENTATION
The city of Leipzig with its 530 000 inhabitants, belongs to the three major centers in the Freestate of Saxony and is a focal point for economic, social, and cultural life in Saxony. Leipzig’s main characteristics are visible in the areas of culture, commerce and science, as well as quality of life and recreation. The most evident hallmark of the city is its cultural wealth. Leipzig is the hometown of Johann Sebastian Bach, the Gewandhaus Orchestra and the world famous St. Thomas Boys Choir.
Leipzig was the starting point of the events which led to the Peaceful Revolution in 1989 and finally to the Reunifaction of West and East Germany in 1990.
PUBLIC LIGHTING MANAGEMENT
The municipality is responsible for
- street lighting
- decorative and architectural lighting
- festive lighting
- lighting for public places and parks
The public lighting is maintained and operated by the Muncipality and its Department for Urban Lighting.
LIGHTING STRATEGY
Lighting master plan
The master plan is the basis for the lighting strategy and action plan.
One of the main concept for future lighting projects is to concentrate investments and improvements in disadvantaged areas.
The main lines of the master plan are:
- Light in the city-center and in the neighborhoods
- Creating a safe and comfortable environment
- Creating an urban and cultural identity
- Reduction of light pollution
- Energy efficiency
- Light colour
- Illumination of landmarks
Some recently implemented lighting projects
- The inner ring road (city-center)
This lighting project consisted in the conversion to white light, the reduction of the total number of lighting fixtures, control of the traffic-dependant light, the improvement of the light atmosphere of the central ring road by reducing the luminance.

360 city-center historical lamps with LED
The objective of this project implemented in the city-center was to reduce the connected load of the historic lights under 50%, to decrease the glare of the lights and increase efficiency by using LEDs, while maintaining the historic gaslight atmosphere and look. - Inner city quarter: Kolonnaden Street
The project consisted in the replacement of 84 streetlights with LED after an intensive civic participation process.
Perspectives for the future
The City of Leipzig aims at:
- Securing an equal and free access to lighting
- Creating a safe and comfortable environment to increase social sense of security.
- Improvement of nocturnal atmosphere
- Use of energy efficient lighting solutions and implement conversions to new LED technologies
- Use of intelligent light management systems.
