This presentation will introduce the historical and cultural characteristics of Guangzhou as well as its evolution, particularly regarding the administrative system and urban construction and development. It will also explain the urban planning process, as well as the recent urban construction achievements of Guangzhou.
10:00 Light planning and urban lighting construction in Guangzhou

This will be a detailed presentation of Guangzhou’s urban lighting network regarding both functional and landscape lighting. It will also describe Guangzhou’s urban lighting strategy, which focuses on three aspects: determining the spatial layout of landscape lighting by identifying key areas and monuments, establishing an effective control system for the public lighting network, and making specific lighting plans for urban zones other than key areas. The presentation will also provide an insight into the green intelligent lighting strategy and the LED replacement scheme of the City of Guangzhou.

This presentation will focus on the lighting of Guangzhou’s renowned Canton Tower, the tallest structure in China. It will also address how the city of Guangzhou uses light to establish its brand as “City of Culture”.

A brief introduction to the public lighting network and its management in Beijing as well as existing regulatory systems and standards in force. The focus will be on specific measures related to the “Special Planning on Beijing Street Lighting for the Twelfth Five-year Period” and the “Special Planning on Beijing Landscape Lighting for the Twelfth Five-year Period”, as well as the objectives accomplished.

With the economic and social development brought about by reforms thirty years ago, Shanghai’s urban landscape lighting has grown rapidly, covering the city’s landscape with different lighting styles, colors, elegant tranquility and flashing rhythms, and making it a city that never sleeps. The landscape lighting of Shanghai has been attracting visitors from home and abroad, and this significantly contributes to the social and economic development of the city and its competitiveness in the international arena.
10:00 The lighting master plan for Chongqing

The Chongqing Municipal Administration Commission and the Chongqing Urban Lighting Administration jointly launched the “Chongqing Urban Lighting Plan”, which is divided into pre-survey/evaluation and post-formation stages. The first stage consists of investigation and experimental work related to the current status of street lighting, landscape lighting and advertisement lighting. The second stage concerns implementation. Issues such as the night landscape, lighting object classification, functional illumination classification standards, technical control of landscape lighting planning, short and long term construction plans are included in the plan.

This presentation will address the value of light in cities, and give a brief analysis of how to plan professional lighting projects, illustrated with some cases in China. Finally, Ms. Li will provide advice on creating better lighting and better life. She will also discuss the development of the lighting industry in China.

Light festivals and international attractiveness
11:30 The Guangzhou International Light Festival

The presentation will focus on the orientation and planning of the Guangzhou International Light Festival, its organization and implementation as well as the overall evaluation methods. It will also present the advantages of hosting such light festival for the City of Guangzhou.
12:00 The international dimensions of the Lyon Light Festival

It all began with a flame of light the 8th of December 1852, when the entire city was spontaneously illuminated by the people. From the tradition of the flame of the lumignons (votive lamps), which still decorate the windows of Lyon’s inhabitants, the festival has maintained its popular appeal with the participation of all the active members of the population. Since 1999, Lyon has developed a unique know-how that enables the transformation of the landscape and urban heritage. The festival, which is constantly developing technically and artistically, bringing together both tradition and innovation, is a local and international success, attracting more than 2.5 million visitors each year.

The LUCI Open Conference sessions give cities the opportunity to showcase their lighting projects, master plans or light festivals in a unique international forum. Presentations from Albertslund, Eindhoven, Osaka, Paris and more are already on the agenda.
Organised in parallel tracks, each session will last 20 minutes, with computers and video projectors made available to speakers.

19:30 The 11th city.people.light award ceremony and dinner at T.I.T. Creative Industry Zone
The international city.people.light award was created in 2003 by Philips and LUCI. Each year, it rewards three cities that best demonstrate the added value that lighting can bring to the urban environment through the integration of the notions of “city”, “people” and “light” in a coherent lighting strategy.

19:30 Opening ceremony of the Guangzhou International Lighting Festival
The ceremony will launch the 3rd Guangzhou International Light Festival that will last until mid-December 2013. Themed “Fantastic Guangzhou, City of Golden Lights”, the 2013 edition will feature a series of colorful activities, including a creative lighting competition, and a lighting photography exhibition. 39 installations will be exhibited. The evening will be an occasion for the participants to enjoy a feast of sight and sound with an artistic light show that brings together the latest lighting technology and artistic performances.
