In this current context, LUCI and the City of Tartu plan to offer the best quality event to the Urban lighting community: the LUCI AGM Tartu is therefore planned as a hybrid event, where each attendee can choose to attend in-person for sessions, onsite visits and convivial social events in Tartu, or to attend online to view all conference sessions from anywhere in the world.

This Tartu City session will focus on both street lighting and public architectural lighting. Deputy Mayor Raimond Tamm will share an overview of the new master plan for the public lighting of the city of Tartu and lighting planning in the city more generally. Tiiu Kelviste, Head of Geospatial Solutions, and Jaanus Tamm, Project Manager, will introduce the current state of Tartu street lighting, ongoing and planned projects, and the Tartu street lighting management solution. Elo Liiv will focus on architectural lighting in Tartu.

13:15 – 14:45 | Panel Discussion: Smart steps towards smart lighting
Cities are confronted with the question of how to deal with developments toward smart lighting. How can we help cities form their vision on smart lighting, choose their development paths, and support possible actions towards realisation?
LUCI’s white paper on smart urban lighting (October 2021), a truly collective document – by cities, for cities – aims to help address these issues.
This session will share the main highlights of this ground-breaking document and what it implies for the future of urban lighting.

Engaging communities through participation: Lantern-making workshop
During coffee breaks, lunch, and throughout the day, join fellow participants to make or decorate your own lantern! Walk the Plank (UK), pioneers of outdoor arts and civic celebration, will lead the workshop in collaboration with local Tartu2024 artist Meeri-Ann Ostrov, who herself was part of the company’s training school in participatory arts, supported by Creative Europe. Participants will have a chance to showcase the lanterns during a procession to open Friday’s panel “Lighting in European Capitals of Culture”.
15:15 – 16:15 | Open Conference Sessions (OCS)
The LUCI Open Conference Sessions are the place where LUCI members showcase their cities’ lighting strategies, projects and other initiatives, in a unique international forum.
The OCS are are organised in parallel tracks where each presentation lasts 15 minutes. A Q&A follows the full session for questions from in-person and online participants.

09:30 – 11:00 | Panel discussion — Lighting as a cultural strategy: examples from European Capitals of Culture
More and more cities are using lighting beyond urban planning strategies and are beginning to incorporate it into their cultural strategies as well. Recently, this has become quite evident as cities include lighting within their bids and projects for European Capitals of Culture.
In this session, speakers from previous, future, and recently awarded EU Capitals of Culture (Galway 2020; Tartu 2024; Oulu 2026) will discuss how they have integrated lighting strategies, from permanent light art projects, temporary light festivals, to community engagement initiatives, into their wider cultural policies.
