Isabelle Corten | Urban Lighting Designer, General Director of Radiance 35

Light and the city are central to the preoccupations of Isabelle Corten. Light cannot be confined within the overly restrictive constraints of a sometimes narcissistic exercise in style. Rather, it is an issue of social cohesion. Isabelle Corten does not, therefore, limit herself simply to designing the lighting or illumination for a site. She adds that extra something that is the hallmark of a resolutely political approach. 

As architect and town planner, specialising in public spaces and lighting, she has worked on the redevelopment of public spaces in Belgium and abroad. She develops her own practice, Radiance35 in 2001, a lighting agency of +/-10 people. 20 years later, in 2021, she create with Raphael Girouard,  Radiance35Sud, a sister company located in Marseille. 

Isabelle Corten is the President of Lighting Designer without borders (cLSF), co-founder of SLM (Social Light Movement) and member of LUCI (Lighting Urban Community International).

Nicolas Houel | PhD Urban planner, Founder of L’Observatoire de la nuit

Nicolas Houel holds a PhD in urban planning. Since 2021, he has headed the Observatoire de la nuit consulting agency, and is an associate researcher at the AAU laboratory in Nantes, France. His work focuses on the evolution of cultural representations of night and artificial lighting, around which he is developing expertise in mediation and shared design of lighting ambiences, as well as a series of innovative digital tools, synthesized under the purpose to contribute to the emergence of new nocturnal narratives.

Vincent Laganier | Editor, President of LZL Services

Vincent Laganier, a graduate of École Nationale Supérieure d’Architecture de Nantes, is a architect and the founder of LZL Services, an agency specialising in sustainable lighting. He’s the editor of the French portal Light ZOOM Lumiere, a platform dedicated to lighting ideas and trends. Vincent also imparts his knowledge as a lighting instructor at ENSA Nantes and ENSATT Lyon. His literary contributions include six books on lighting, urban spaces, and architecture, marking him as a leading voice in his field.

Abderrahmane Mejdoubi | Head of Public Lighting Department, City of Rabat

Abderrahmane Mejdoubi holds a degree in civil engineering with a specialization in public lighting. In addition to heading the public lighting department of Rabat, Abderrahmane is coordinator of the Moroccan Network of Energy Management in Public Lighting (REMME) which brings together about twenty Moroccan municipalities. Previously, Abderrahmane was Head of Communication and Informatics Division at the Rabat Hassan District (2003-2004), Head of Public Lighting Department in the Rabat Hassan Commune (2001-2003) and in charge of construction projects in Rabat Hassan Commune (late 1990s).

Henrika Pihlajaniemi | Post-Doctoral Researcher, Oulu School of Architecture, University of Oulu

Architect (M.Sc.), D.Sc.(Tech), lighting designer Henrika Pihlajaniemi lectures and teaches Architectural and Urban Lighting in the Oulu School of Architecture (OSA), University of Oulu.

At the moment, she works in the position of Associate Professor in Sustainable Architecture, leading research projects related to lighting. The most recent projects are Safe and Sustainable Darkness and Partnerships of Sustainable Darkness. Additionally, she works as a lighting design consultant in her architectural office (M3 Architects). She and M3 Architects have received numerous prizes in national and international architectural and urban design competitions.

Andy Rogers |Mechanical & Electrical Manager, City of London of Corporation

Andy Rogers is an highly skilled expert in lighting and currently works as Mechanical & Electrical Manager at the City of London, where he is responsible for designing, installing, and maintaining street, public realm, and architectural lighting. He has a rich background including roles as Site Agent for Surrey CC Lighting PFI and Senior Lighting Engineer at Surrey County Council, and as a Street Lighting Engineer at Epsom & Ewell.

Clarisse Tavin | Group Manager/Major Programmes and Projects, City Public Realm, City of London Corporation

Trained in France and Italy, she is a chartered Architect with over 10 years’ experience of delivering public realm enhancements in a very dynamic and complex urban environment, with the emphasis of creating the highest possible quality of environment for people. Clarisse manages a team of professional Project Managers, and her expertise is in the realisation and delivery of public realm enhancement, public art and place-making strategies including the recently adopted City Lighting Strategy and the “Look and Feel” Strategy for Culture Mile.
