Capacity Building for Moroccan Cities on Public Lighting

In strong collaboration with 4 main partners, LUCI is coordinating the AVMEP project, standing for Appui aux Villes Marocaines sur l’Éclairage Public (Capacity Building for Moroccan Cities on Public Lighting).

The project responds to current and future challenges of the integration of energy efficiency solutions in urban lighting in Morocco. It is widely recognized that urban lighting is a strategic asset for cities and their landscapes, a tool for economic, social and cultural development. A special focus for this project is to improve energy efficiency and make public lighting more sustainable.

Thirteen cities (Agadir, Beni Mellal, Ben Slimane, Casablanca, Chefchaouen, Fès, Ifrane, Oujda, Rabat, Salé, Tanger, Tétouan, and Tiznit) have started in March 2024 a long-term cooperation to create a platform for inter-city dialogue for Moroccan local authorities. The aim is to learn from each other from innovative projects as well as tried and tested methodologies.International experts will be added to the discussion and an African and regional dimension will be developed during the project.

In the next two years, the capacity building activities include:

  • Training sessions in Morocco for public lighting experts;
  • Study Tours and Site Visits: The first Study Tour was organised at the occasion of the LUCI AGM in Montpellier in April 2024.
  • Online knowledge sharing.

Dedicated networking and thematic workshops will also take place throughout the project, online and in person. The first such workshop, organised in Rabat on the 6th June 2024, was a perfect occasion for the involved cities to present their public lighting characteristics and ongoing projects. Some of the key issues discussed were linked to governance and management, as well as financing strategies for cities on public lighting.

The workshop was opened by Ms Fatiha El Moudni, Mayor of Rabat and President of LUCI, accompanied by Deputy Mayors Rahma OUAZANI TAIBI, Hassania GHAICH, and Badr TNACHERI OUAZZANI. Ms El Moudni especially underlined the strategic importance of public lighting in the context of Rabat’s initiatives on energy efficiency and sustainable development.
