This interactive workshop will lead you through the Art of Darkness project and innovative pilot developments across Europe, introducing how darkness sensitive lighting design and light art can enhance the dark time experience of urban cultural heritage and lead to a permanent impact and increased awareness.

From safety and wayfinding to symbolism and controversy, luminous colour has the power to transform our grey urban environments — yet it also raises complex cultural, emotional, and political questions. Who decides how colour is used in public space, and on what criteria?
Through discussion and audience interaction, the panel will examine how cities evaluate colour proposals,set boundaries, address public perception and controversy, and navigate cultural differences — including the enduring phenomenon of chromophobia. The session invites participants to reflect on how we can develop a richer, more intentional language for colour in public space.

14:30 – 15:45 Lighting the city of the future: Innovation & the urban night
Urban lighting has become a strategic tool for inclusive, more sustainable and liveable cities. This session explores emerging trends and the challenge of balancing technology solutions with equity and environmental responsibility. We will also examine the role of standards, of light master planning, and how art and technology can inspire one another to create new pathways for innovation and help cities transform their urban lighting policies.

Attend the Polar Bear Pitching Avanto Competition, and watch the selected contestants show their determination to the whole world by getting into the Avanto (fin. ”ice hole”) and pitching their startup.
Avanto Competition is an outdoor program broadcasted worldwide, which will be exclusively open for the public of Oulu in 2026 in honour of the Oulu European Capital of Culture.

Lighting has always been fundamental to vision, safety, and comfort. Light inspires art and creativity and can have a magnetic pull when shaped and presented in fitted circumstances.
This presentation takes a closer look on human expression and reaction on light installations as artistic expression as well as how we shape light to meet our needs in our outdoor urban environment. How can we raise more consciousness, understanding and critical views on the use of light and protection of darkness.
In a time where we are flooding our planet with electrical light – The good, the bad and the ugly are fighting a battle.
- Jason Bruges, Artist and Founder of the Jason Bruges Studio
This talk explores practical and conceptual approaches to integrating technological systems into artistic and architectural interventions in urban space. Using examples from his studio’s portfolio, Jason Bruges will outline strategies for creating responsive environments and mixed-media installations, and examine how data, light and interaction can shape public experience.
Jason will also reflect on the evolving relationship between artistic practice and technological tools, and how these can influence the experience of urban environments.
10:30 – 11:40 LUCI Open Conference Sessions
The famous Open Conference Sessions (OCS) are short & sweet 20-minute breakouts to engage with LUCI Members presenting their ongoing urban lighting projects and initiatives.
Parallel tracks where each presentation lasts 20 minutes, including a 5-minutes Q&A with Summit delegates. Delegates have 5 minutes between each presentation, to choose which one they will attend next. Maximum of 3 tracks of 3 speakers each (9 speakers total). All OCS sessions must be held in English.

As cities and cultural districts continue to explore life after dark, lighting is no longer just about brightness but about presence, intention, and inclusion. It moves beyond urban infrastructure to become a tool for storytelling and meaning-making in public space, with social, cultural, and economic implications.
Developed in partnership with the Global Cultural Districts Network (GCDN), this session looks at how light art – in both permanent and temporary forms – can activate the night, shape perceptions of safety, support cultural vibrancy, and contribute to local economies. Drawing on international practice and city case studies, it examines how artistic lighting interventions intersect with public space, technology, and ecology – and what this means for the future of nighttime strategies in cities.

This session brings together experts in urban and outdoor lighting, including leading members of the CIE (International Commission on Illumination), to explore current best practices and emerging directions. How can CIE recommendations on road lighting, architectural lighting, urban lighting masterplanning, and obtrusive light be translated into concrete guidance for cities and practitioners?
As streets become multifunctional spaces shared by drivers, pedestrians, and cyclists, how can lighting respond to these evolving uses? And how can adaptive “smart” lighting and new control technologies help create more tailored, inclusive, and healthier night-time environments for the cities of tomorrow?
Convened by the CIE (International Commission on Illumination), this interactive session invites cities, practitioners, and researchers to reflect on how research-based standards and guidance can be translated into real-world practice — and how practical experience, in turn, can help shape future CIE work and standards.

In this session, members of IES Finland will present the Finnish approach to lighting design, darkness and the seasonal changes that shape the Nordic way of life. These factors play a key role in how lighting quality is conceived, designed, and experienced.
As Finland shares similar conditions, challenges, and procedures with other Nordic countries, the session will also highlight Nordic collaborations, including efforts to harmonise regulations and approaches across the region.

Visit the world’s northernmost luminaire factory and learn the secret behind the Finnish Nature-Proofed outdoor lighting.
In this visit and workshop, you will get to assemble, mount and try to break everlasting luminaires.

18:00 – 21:00 LUCI Cities & Lighting Summit Oulu 2026 – Closing reception under the Nordic skies: art and darkness
Participants are invited to an immersive evening reception in the forest along the Sanginkontu Art Trails. Set among permanent art installations located along forest paths and riverbanks, this unique setting offers a different way to experience Finnish nature and darkness.
Transport by bus and warm clothing will be provided, allowing delegates to gather comfortably around a bonfire, enjoy a Finnish-style barbecue, and experience the landscape by lantern light. The Sanginkontu artworks, part of the Oulu2026 cultural programme, are located across the villages of Sanginsuu, Lapinkangas and Sanginjoki, creating a cultural route that blends contemporary art and nature in a memorable outdoor setting.
