ENIGMA training session for cities on PCP functional specifications

The third ENIGMA PCP training session for cities, focusing on PCP functional specifications, will take place on the 25th of February 2014 in Eindhoven (The Netherlands).

It will focus on discussing how cities can translate their needs and ambitions into concrete desired functions that can be included in a pre-commercial call for tender.

 

This issue is of critical importance, as it influences the variety and the quality of the offers.

Local authorities should give suppliers the necessary freedom to come up with innovative solutions, which serve the procurer’s needs in the best possible manner. Therefore, using a high degree of technical details in the requirements will likely prevent some companies from submitting original proposals.

At the same time, however, the specifications must be precise enough to permit the award of the contract in accordance with the rules governing the procedure. The training will explain how to reach middle ground between these two extremes and ensure the success of a pre-commercial procurement exercise.
