Tartu is the second largest city in Estonia. Tartu lies on the Emajõgi river, which connects the two largest lakes in Estonia, Lake Võrtsjärv and Lake Peipus. From the 13th century until the end of the 19th century, Tartu was known in most of the world by variants of its historical name Dorpat.
Tartu, the largest urban centre of southern Estonia, is often considered the “intellectual capital city” of the country, especially as it is home to the nation’s oldest and most renowned university, the University of Tartu (founded in 1632).

Currently, there are approximately 16,000 street lights in the city of Tartu. Since 2014, a large-scale renewal of the city’s public lighting was started – installation of LED lighting, creation of lighting management. For the time being, the city’s outdoor lighting management software “Valgis” has been put into operation, and the replacement of public lights with LED lights was completed in March. 96% of the public lighting in the city of Tartu is now modern LED lighting, which is equipped with controllers to control the lighting.
Recently, the installation of new lighting in the parks of the city center was completed, where from now on there is automatically adaptive lighting (light colour and light intensity) depending on the weather.
The city of Tartu is creating a lighting development plan.
