evaluation services for the AVMEP project
As part of the AVMEP project, LUCI Association is launching a call for tenders for the evaluation of the project in 2026.

1. Description of the AVMEP Project
The AVMEP Project (Appui aux Villes Marocaines sur l’Eclairage Public – Capacity Building for Moroccan Cities on Public Lighting) aims to support Moroccan cities in strengthening the capacities of their technical stakeholders and official representatives, in order to reduce energy consumption and the impact of greenhouse gas emissions.
Objectives and Methods
- Create a platform for dialogue between Moroccan municipalities to sustain, beyond the project, a core group of expert local authorities.
- Strengthen skills through various initiatives such as training sessions, workshops, conferences, field visits, etc. Co-design work on activities and topics.
- Promote a culture of online knowledge sharing supported by an international exchange platform that holistically addresses key issues.
- Develop an international, African, and global dimension to these exchanges, drawing inspiration from foreign initiatives and contributing to the promotion of Moroccan practices.
Total duration of the AVMEP project: 24 months, from March 2024 to February 2026
13 participating municipalities: Agadir, Ben Slimane, Beni Mellal, Casablanca, Chefchaouen, Fez, Oujda, Rabat, Tangier, Tetouan, Tiznit, Ifrane, Salé

2. Call for tenders’ details
An evaluation of the entire AVMEP project (2024–2026), focusing on the content and format of the activities carried out, in relation to the project’s aforementioned objectives, in order to highlight its impact.
This condensed and synthetic evaluation must focus on the project’s key lessons learned, based on the analysis of the existing questionnaire and a limited number of complementary exchanges.
Methodology:
- Analysis of questionnaire results (quantitative and qualitative) and activity reports.
- 3 short interviews with project leads and experts: LUCI, GIZ, Night Observatory
- 3 short interviews with flagship project cities: Rabat, Fez, Agadir
- 1 cities focus group
- Synthesis structured around the following axes:
- Evolution of participants’ skills
- Key results and lessons learned
- Assessment of the achievement of project objectives
- Quality of activities
Deliverable:
A summary report (5 to 6 pages) in Word and PDF format, plus an oral presentation of the results, expected no later than 31 March 2026.

Must not exceed €3,000 incl. VAT.
